Connectivity Analysis

Maximizing the Impact of Digital Connectivity Investments

Pioneers in Developing Advanced Solutions for Digital Connectivity

At EFTS Group, we drive Connectivity Analysis strategies that transform data into intelligent decision-making. We combine data science, geospatial analysis, and infrastructure modeling to assess and optimize digital connectivity across countries, states, and municipalities. Our solutions enable the identification of connectivity gaps, the prioritization of investments, and the strengthening of territorial planning based on evidence—ensuring that every connectivity project delivers greater social impact and strategic return. Based on this vision, we offer:

Solutions and Services

SMC®

Municipal Connectivity Score (SMC): a tool to diagnose and compare the state of digital connectivity across territories.

SPOC

(Strategic Program for Optimal Connectivity): an evidence-based strategic program that supports governments and regulators in designing, implementing, and evaluating connectivity policies in a sustainable manner.

Consultoría

Strategic connectivity analysis consulting and specialized advisory services for governments, regulators, and operators in the definition of evidence-based connectivity policies, strategies, and master plans.

At EFTS Group, we translate data science and strategic planning into decisions that transform territories and close digital gaps.

SMC®

Municipal Connectivity Score® (SMC®)

Key Information to Close Digital Gaps

The Municipal Connectivity Score® (SMC®) is a tool developed by EFTS Group that analyzes and evaluates the level of digital connectivity across municipalities, considering access, quality, and competition in fixed, mobile, and satellite Internet services.

Through a geospatial intelligence methodology based on a globally standardized hexagonal grid, the SMC® integrates multiple data sources—official, crowdsourced, private, and satellite—to deliver an accurate and comparable diagnostic of the state of digital connectivity in each territory.

Results are expressed on a 0 to 100-point scale, classifying municipalities into performance levels ranging from Outstanding to Low Performance, enabling the identification of digital gaps, the prioritization of investments, and the design of evidence-based strategies.

The SMC® evaluates three key dimensions:

  • Coverage: measures the geographic availability of Internet services.
  • Quality: analyzes technical performance (speed and latency).
  • Competition: examines the diversity and presence of service providers in the local market.

Thanks to this comprehensive approach, the SMC® answers the strategic questions every decision-maker needs to address:
Where is connectivity needed? Where is it available? What is its quality? What investment is required to close the digital gap?

Validated and implemented in Brazil, Mexico, Peru, and Guatemala, the SMC® has become a reliable tool for diagnosing, planning, and prioritizing actions that promote more inclusive, efficient, and sustainable connectivity.

SPOC

SPOC (Strategic Program for Optimal Connectivity)SPOC is a comprehensive strategic program that supports governments and regulators in the design, implementation, and evaluation of sustainable connectivity policies, grounded in empirical evidence, territorial analysis, and public governance.

SPOC transforms connectivity data, territorial information, and public policy frameworks into actionable, traceable decisions tailored to the reality of each territory, recognizing that connectivity is not an isolated project, but an evolving process that must be managed on a continuous basis.

Unlike one-off studies or digital gap mapping exercises, SPOC delivers an end-to-end approach, spanning from diagnosis to impact measurement, and integrating technical analysis, public policy, financial viability, execution, and communication.

Consulting

At EFTS Group, we provide specialized strategic consulting in digital connectivity that combines data science, geospatial analysis, and proprietary methodologies to support governments, regulators, and operators in making key decisions. Our experience enables us to design connectivity policies, strategies, and master plans that respond to the real needs of territories and maximize the social impact of each investment.

One of the pillars of our approach is the Municipal Connectivity Score (SMC), a proprietary methodology implemented and validated in Mexico and Latin America, which provides a comprehensive assessment of the state of connectivity in each municipality. The SMC enables the identification of digital gaps, the comparison of digital development levels across regions, and the guidance of strategic decisions based on objective evidence.

Building on this deep territorial insight, we develop connectivity roadmaps, infrastructure expansion plans, prioritization models, regulatory frameworks, and operational recommendations that enable more efficient and equitable deployment. Our support spans from the initial diagnosis through the implementation of initiatives, including the design of monitoring and evaluation mechanisms.

With EFTS Group, institutions gain access to a data-driven strategic vision, backed by technology and regional expertise, ensuring connectivity projects that are robust, sustainable, and aligned with digital development objectives.
